As OpenSecrets notes, "Only a tiny fraction of Americans actually give campaign contributions to political candidates, parties or PACs. Just 0.97% of the United States population contributed more than two hundred dollars to federal candidates, PACs, parties and outside groups [last cycle]"  This is the reason campaign contributions are such an instructive tool in analyzing civil servants, because only the most avid partisans - less than one percent - write a check to a candidate.

Describes role as going after "potential" wrongdoing

Dawn Leporati Leget describes her role at the FSA Investigations Group as cracking down on "indicators of potential misconduct or high-risk conduct by Institutions of Higher Education." This reflects the "shoot first, ask questions later" attitude of the FSA under Joe Biden and Richard Cordray. They follow their own biases and subjective perceptions to anticipate who will to do something wrong without having actual evidence in their investigations. This attitude has resulted in the unprecedented 68 enforcement actions taken against career colleges and religious institutions.
