As OpenSecrets notes, "Only a tiny fraction of Americans actually give campaign contributions to political candidates, parties or PACs. Just 0.97% of the United States population contributed more than two hundred dollars to federal candidates, PACs, parties, and outside groups [last cycle]" This is the reason campaign contributions are such an instructive tool in analyzing civil servants, because only the most avid partisans - less than one percent - write a check to a candidate.

While Brad Middleton worked as Dick Durbin's education policy director, Senator Durbin proposed a plan for full loan forgiveness for students of career colleges like Corinthian Colleges and ITT Tech, suggesting that taxpayers should foot the bill through a stimulus package that was supposed to be COVID-19 relief. This move would essentially transfer the financial burden of student loans to the American taxpayers.
“Senate Democratic Whip Dick Durbin (D-IL) and other Democratic lawmakers unveiled a plan to provide full debt cancellation for defrauded student borrowers in the next coronavirus relief package. Durbin’s package would specifically target debt relief to students that attended the now defunct ITT Tech and Corinthian College. The Coronavirus Emergency Borrower Defense (E-BD) Act from Durbin would provide relief to three categories of borrowers. The first two are those students who attended ITT Tech and Corinthian. These schools closed after findings of fraud from investigations by the Department of Education and state attorneys general.”
