The Institute for College Access and Success is a far-left organization that advocates for free student loans.  In 2014, they released a report entitled “Should all student loan payments be income driven” that included the following acknowledgement to McGinnis:

Liberal Staffer who has Worked with a Variety of Left-wing Political Figures in Government

Under the Obama Administration, McGinnis was the Chief of Staff of the Federal Student Aid (FSA) office at the Department of Education. The first Trump administration moved her out of leadership of the department to become the Chief Performance Officer. (Source) When the Biden Administration took the helm and Richard Cordray was appointed as Chief Operating Officer of Federal Student Aid, she established herself as the Chief of Staff of FSA. As the Chief of Staff to the COO of Federal Student Aid for the last two Democratic administrations, she is a partisan who is a survivor that could impede conservative reforms.
